An international consortium was in charge of topographic, geologic and bathymetric studies that selected the site for the construction of Itaipu. The work started in 1971 and analyzed several points along the Paraná River on the stretch between the mouth of the Iguazu River and the city of Guaíra.

Two alternatives stood out: the island of Itaipu and the city of Santa Maria, downstream from the dam today. New and deeper surveys on the river bed were conducted on rafts.

Topographic and geologic conditions ended up determining the choice for the island of Itaipu, where the bypass and obstruction of the Paraná River would be more convenient.
